Steve is one of the roaming residents of Chestnut Canyon. He is found roaming on the outskirts of Chestnut Canyon near the tree line. When talking to him, he asks what shop does the protagonist go to. Personally, for him, he goes to the one in White Mountain as he finds the parts available there rather good and recommends to stop by.

Steve is one of the many recruitable teammates available in Chestnut Canyon. In order for him to become recruitable, he must be beaten in Lava Run Raceway, but in order for the race course to become accessible, one must obtain the B License first. Afterwards, Steve will become recruitable to the team.

Steve gives you advice about parts in Choro-Q HG 2, which resembles personality facets of Takumi Fujiwara, the main character from the highly popular anime and manga series Initial D. Furthermore, Steve is a white Sprinter Trueno (AE86), which is the same iconic vehicle driven by Takumi Fujiwara for a majority of Initial D's history.
