To acquire Stamp #032 you have to visit a large building with a cone on top of it, then you will be playing Figure 8: the mini-game that involves driving around the traffic cones without hitting one of them, you have to avoid the traffic cones to complete the course and acquire the stamp. There are other 6 stamps that involves this.
