To acquire Stamp #012 and get the Policeman's Club all you have to do is visit Heizo and help him out. Heizo tells you that his crops are constantly getting eaten by crows and asks you for a suggestion on what to do. You can either choose to say "You should prepare crow food" or "You should get a dog." Either one of these is fine and once you leave and come back he will reward you with the Policeman's Club and a stamp.
