Moolao (Japanese: ムーラオ Mūrao) is a hedonist in Noise City. He thinks he is better than everybody else and does what ever he likes as if he owns the place. After you became the Meister, he said that he's too lazy to become one. After you completed the World Grand Prix, he says that was too lazy to enter. This indicates that he is a narrow-minded and unmotivated character in the game.
